Position Overview:

This business unit provides integrated communication services that allow private and public sector organizations in Canada to choose solutions that fit their business needs including a variety of integrated IP, voice, data, managed IT, hosted application, contact centre and wireless solutions.
The Business unit is looking for a highly-motivated, enthusiastic leader to join the team as Manager, Program Office.

The PMO is comprised of highly skilled program managers, project managers, business consultants and business analysts who support the introduction of quality new services into the marketplace as well as enhance customer experience by focusing on process and systems, enhancements and simplification.

Reporting to the Director-Program Management Office, this role will be responsible for participating and leading the PMO team members in the planning, development, and execution of projects and programs to ensure delivery on schedule and on budget.

Responsibilities:
• Accountable to deliver projects on schedule and on budget
• Responsible for driving a high performance, highly engaged workforce through effective and measurable leadership activities including engagement and recognition, completion of quality performance process, knowledge transfer, etc, i.e. lead, develop, and inspire the PMO team to successful project execution and personal development
• Develop team member skills and expertise to constantly add value to our stakeholders and partners, whilst simultaneously supporting team member career development
• Directs and provides guidance and ongoing support throughout all critical project phases, including providing regular feedback and coaching
• As required, take a more active role to course correct programs/projects in trouble
• Strategic planning & resourcing – develop program plan in conjunction with stakeholders
• Maintains key relationships with partners to influence project priority, strategy and delivery
• Prioritizes allocation of resources to align with corporate priorities
• Control PMO program activities for scheduling, estimating, forecasting, budgeting, monitoring, analyzing and reporting costs
• Facilitates and coordinates discussions between required parties
• Acts as first level of escalation to resolve project/program issues
• Establishes support for project at VP/Director level, escalating major issues or program changes to Executives as necessary
• Facilitates and coordinates continuous improvement (programs/projects/tools/processes) of the Service Development process
• Utilize effective project, change management, communication strategies and reporting/escalation processes to deliver on program objectives and ensure benefits & desired outcomes are realized against scope, time and budget objectives
• Contribute to the annual and ongoing planning cycle to develop roadmaps and plans
Qualifications
Required Knowledge:
• Deep understanding of governance framework and processes
• Understanding of PM/BA/ methodologies
• Broad base of knowledge across network, system and process architecture supporting multiple products, services and business units within
• Insight and experience dealing with BT, Tech Strategy, Operational teams (BCX, NBD) along with working knowledge of processes and culture in these organizations
• Demonstrated ability to build and maintain relationships with these enabling partners
Required Skills & Abilities:
• Demonstrated time management skills
• Team member development, facilitation, conflict resolution and negotiation capabilities
• Strong verbal/communication skills, with proven confidence creating & delivering presentations at the Senior Leadership level
• Business acumen and experience in business case development (EASE)
• Self-starter and results oriented
• Comfortable leading & working in a highly matrixed organization structure
• Service development experience for TBS customers/market an asset
• Solid understanding of Agile/Lean methodologies, in the context of service delivery
Required Professional Designation/Certification:
• Undergraduate Degree in Business or equivalent relevant experience
• Project Management Certification is preferred, IIBA certification an asset
• Graduate degree is an asset
• Agile/Lean/Six Sigma training/certification is an asset
Required Experience:
• Minimum of ten (10) years experience in project management, consulting and/or process improvement
• Minimum of seven (7) years of program leadership experience, preferably leading a diverse team of project professionals
• Proven leadership/management of complex programs and high performance teams
• Familiarity with service development delivery and market launches
• An understanding of the end-to-end value chain readiness
